2. What is NIST AI 300-1?
NIST AI 300-1, Guidance and Templates for Public-Facing AI Documentation, is part of NIST's AI Standards Zero Drafts pilot project -- an initiative designed to accelerate AI standards development and broaden participation beyond traditional standards bodies. The pilot produces initial public drafts that invite early feedback from industry, academia, civil society, and government, enabling faster convergence on practical standards for AI governance.
The standard provides practical templates for standardized documentation of AI models and datasets intended for public disclosure. It uses a three-tier field designation system: Required (mandatory for all public-facing documentation), Recommended (organizations should populate when feasible), and Optional (discretionary based on context). This tiering recognizes that not all documentation fields carry equal weight -- some are essential for public trust, while others serve specialized audiences. The standard distinguishes between public-facing documentation (intended for transparency and external stakeholders) and internal technical documentation (intended for governance, audit, and operational teams).
AI 300-1 calls for both machine-readable and human-readable documentation artifacts, reflecting the reality that documentation serves multiple consumers: regulators who read narrative summaries, automated compliance tools that parse structured data, and downstream deployers who need programmatic access to model metadata. The standard explicitly allows security carve-outs: algorithm types, exact model sizes in parameters, and specific hyperparameter configurations may be omitted from public documentation to prevent adversarial exploitation. This carve-out directly aligns with SWT3 clearing levels, which attest to the existence of documentation without requiring content disclosure. AI 300-1 extends the NIST AI RMF "Map" function with operational documentation templates that translate governance intent into concrete, verifiable artifacts.

5. Control Detail Cards
Transparency Disclosure
AI 300-1 context: The standard's core purpose is public-facing transparency. Every model and dataset documentation artifact must disclose what the system does, how it was built, and what its limitations are.
SWT3: Witnesses transparency disclosure events. Factor A captures disclosure hash, Factor B records disclosure type, Factor C flags completeness status.
AI-TRANS.1 anchors should appear at each public documentation release. Compare the disclosure hash across versions to verify that documentation was actually updated when the model changed. A model version change (AI-MDL.2) without a corresponding AI-TRANS.1 anchor is a documentation gap.
Weight File Integrity
AI 300-1 context: Model architecture and design documentation requires identifying the deployed model. The weight file hash is the definitive identifier -- more precise than version strings.
SWT3: Witnesses SHA-256 hash of deployed weight files against approved hashes. Factor A is weight file hash, Factor B is file size, Factor C flags match/mismatch.
AI 300-1 "Required" fields for model architecture can be evidenced by the AI-MDL.5 anchor chain showing hash continuity from training to production. Any hash break indicates an undocumented model change.
Training Data Provenance
AI 300-1 context: Dataset documentation requires data sources, collection methods, and lineage. This is "Required" designation -- all public-facing documentation must include it.
SWT3: Witnesses training data provenance including source hash, collection timestamp, and pipeline stage. Factor A captures dataset hash, Factor B records source identifier, Factor C flags provenance completeness.
Pair AI-DATA.1 with AI-DATA.2 (license compliance) and AI-SBOM.1 (bill of materials) for complete dataset documentation evidence. AI 300-1 requires all three dimensions: source, processing, and rights.
Bias Disparity Measurement
AI 300-1 context: Bias and fairness assessment is "Recommended" but practically essential for any model used in consequential decisions. The standard notes that dataset biases flow directly to model behavior.
SWT3: Witnesses bias disparity measurements across demographic groups. Factor A captures metric name, Factor B records disparity value, Factor C flags threshold compliance.
Request AI-FAIR.1 anchors alongside the AI 300-1 dataset documentation. The standard expects documentation of "potential biases and limitations" -- SWT3 anchors provide timestamped evidence that bias was measured, not just acknowledged.
Performance Metrics
AI 300-1 context: Performance metrics and evaluation results are "Required" documentation. The standard expects quantitative benchmarks, not qualitative assessments.
SWT3: Witnesses performance benchmark results with metric identifiers and values. Factor A captures benchmark name hash, Factor B records metric value, Factor C flags threshold compliance.
Performance anchors should predate public documentation releases. An AI-PERF.1 anchor dated after the model card publication indicates metrics were back-filled rather than measured before deployment.
Adversarial Test Campaign
AI 300-1 context: Known risks and failure modes are "Required" documentation. The standard expects disclosure of identified vulnerabilities, not just general risk categories.
SWT3: Witnesses adversarial red team campaigns including test scope, finding count, and severity distribution. Factor A captures campaign hash, Factor B records finding count, Factor C flags critical finding presence.
Red team anchors demonstrate due diligence. AI 300-1 expects known risks to be documented -- AI-REDTEAM.1 provides evidence the risks were actively discovered, not inherited from a prior version's documentation.
Post-Market Monitoring
AI 300-1 context: Ongoing monitoring plans are "Recommended" documentation. The standard recognizes that model behavior changes in production and documentation must reflect current state, not training-time state.
SWT3: Witnesses post-market monitoring status including metric trends and alert thresholds. Factor A captures monitoring scope hash, Factor B records active alert count, Factor C flags monitoring status.
Post-market monitoring anchors bridge the gap between initial documentation and ongoing accuracy. AI 300-1 documentation without AI-PMM.1 evidence is a snapshot, not a living document.
6. Security Carve-Outs and Clearing Levels
NIST AI 300-1 explicitly allows omitting certain documentation fields from public disclosure: algorithm types, exact model sizes in parameters, and specific hyperparameter configurations. The rationale is straightforward -- full disclosure of these technical details enables adversarial exploitation. An attacker who knows the exact architecture, parameter count, and training hyperparameters can craft more effective attacks against the model. The U.S. Chamber of Commerce specifically recommended these omissions in their formal feedback on the draft, reinforcing that security carve-outs are an expected and defensible practice.
SWT3 clearing levels directly address this tension between transparency and security. Level 0 (Analytics) provides full transparency -- all factor values are visible in the witness anchor, suitable for non-sensitive models where public documentation includes complete technical details. Level 1 (Standard) hashes factor values so that the presence of documentation is attested without disclosing content, suitable for most AI 300-1 "Required" fields where the organization wants to prove documentation exists. Level 2 (Sensitive) preserves the factor structure but redacts values, suitable for hyperparameter documentation where the organization needs to document the existence of configuration choices without adversarial exposure. Level 3 (Classified) provides existence-only attestation, suitable for classified model documentation in national security contexts.
This means organizations can satisfy AI 300-1's documentation requirements at different clearing levels depending on the sensitivity of each field. The witness anchor proves the documentation exists and was verified, even when the content is not public. A model card that says "hyperparameter configuration: documented" backed by a Level 2 AI-MDL.7 anchor is compliant with both the documentation requirement and the security carve-out -- the assessor can verify the anchor without the organization disclosing adversarial-sensitive parameters.
7. Dual Compliance: AI 300-1 + EU AI Act Annex IV
Organizations operating in both US and EU jurisdictions can use a single SWT3 evidence chain to satisfy both AI 300-1 documentation requirements and Annex IV technical file obligations. The procedures listed below produce witness anchors that are jurisdiction-neutral -- the same cryptographic evidence satisfies both frameworks.
